Once the public good exists, no one has any incentive to contribute to it as it is non-excludable. When every individual thinks like this, no one contributes anymore, and there is the risk of the elimination of the good itself. Once clean, breathable air exists, no one particular person can be excluded from enjoying it. Furthermore, one person’s consumption of air does not diminish the amount of air that is available for others to consume. Too many politicians have forgotten that government’s only purpose is to improve citizens’ lives. But these barriers can also be thought of as a positive thing. National Public Radio began as a government program, though now it’s funded in part by listeners. It’s a public good, carried on the airways whether one has contributed to it or not. There is really no way to avoid paying the tax since it’s built into the price of a heavily controlled and regulated product—gasoline.

The above abstract is just a gist of the basic purposes of a government. These tasks, are by no means easy, it takes a lot of planning and proper execution for successfully implementing the above purposes. In every state, the Executive Branch is headed by a governor who is directly elected by the people. In most states, other leaders in the executive branch are also directly elected, including the lieutenant governor, the attorney general, the secretary of state, and auditors and commissioners. States reserve the right to organize in any way, so they often vary greatly with regard to executive structure.

The government has the authority to raise and maintain a military for defense purposes and the power to declare war. It can also promote international security by participating in diplomatic efforts, signing treaties and other international agreements, and sending ambassadors to other countries to represent the country and its interests. This means, first, that all members of society are subject to the same laws. In addition, the criminal justice system is charged with enforcing the laws in the same way for all members of society, and all individuals possess the same rights under the law. The equal application includes those who are tasked with administering the law. Both the governed and those who govern are equally protected and accountable for their actions.

In this sense of the word, welfare means a state of happiness and well-being within a society. While all governments share this broad purpose, they act to implement this goal to different degrees, depending on the values of society. Social welfare states, such as those found in much of Europe, provide extensive government services, including free public education, income support, and government-supplied health care. In the United States, with its strong emphasis on individualism, liberty, and free markets, the government plays a less active role.
