For example, the assessment date for Fiscal Year 2021 is January 1, 2020. In accordance with Connecticut General Statute, 12-40, all persons who are liable to pay taxes on tangible personal property belonging to them on October 1, 2019 are hereby notified that they must file a declaration of their personal property on or before November 1, 2019. Registered vehicles are assessed at 70% of average retail accordingly to NADA valuation guide as of the October 1st assessment date. Vehicles registered to the Town of Portland as of October 1st produce a tax bill the following July.
